몽골 국회, 경제 강화를 목표로 내세운 국민 통합 정부의 신임 내각 임명 동의안 가결

몽골 국회(State Great Khural)가 오늘 치메드 사이한빌레그 몽골 국무총리(Prime Minister Chimed Saikhanbileg)의 신임 내각 각료 임명을 승인했다.

새로 출범하는 신임 내각에는, 국회 의석 수를 공유 중인 민주당 (DP), 몽골인민당 (MPP), 정의 연대 및 민의 (民意) 녹색당 등이 포함된 모든 정당들의, 몽골 국민의 이익을 위해 함께 매진하며, 지속 가능하고 포괄적인 경제를 확립하고야 말겠다는 방침이 반영돼 있다.

지난 11월 21일 사이한빌레그 국무총리는 국무총리에 지명된 직후, 연설에 나서 그의 재직 중에 중점을 둘 세 가지 우선 순위는 “첫째도 경제, 둘째도 경제, 셋째도 경제”라고 밝힌 바 있다.

아울러, 사이한빌레그 국무총리는 지금껏 지속해 왔던 형태의 사업 추진은 더 이상 없을 것이라고 단언하고, 자신은 강력한 결단으로 국가의 이익을 위해 매진할 것이며, 아울러 정당의 이해 관계를 초월한 지원 체계 확립 모색에 적극 나설 것이라는 의견을 개진했다.

신임 국무총리가 중점을 둘 최우선 순위 중에는, 세계 최대 규모의 구리 및 금 개발 프로젝트들 중의 하나이자, 몽골 경제 성장의 중요한 동력인 오유 톨고이 광산(Oyu Tolgoi mine)을 둘러싸고 장기간 지속중인 불협화음의 해소도 포함돼 있다.

18명의 신임 장관의 정당 별 분포도를 보면, 민주당(DP) 소속이 9명, 몽골인민당(MPP) 소속이 6명, 정의 연대 소속이 3명이다.

신임 내각 각료 임명 직후, 사이한빌레그 국무총리는 "임명된 신임 장관들에게 축하의 말씀을 전한다. 모든 신임 장관들은 국가 발전을 위해 명확하게 강력한 결단을 내려야 한다. 지금 우리에게는 정치적 이해 관계에 얽매이지 않은 채, 투자자들의 신뢰를 시급히 회복하면서 몽골 국민들을 위한 좀 더 강력한 경제 확립을 위해 같이 매진해야 할 절체절명의 사명이 있다."고 말했다.

아울러, 국무총리는 현재 상황에 관해 신임 장관들이 전문가들의 개진된 의견을 귀담아 듣는 것이 필요하고, 그런 판단들을 국민들에게 즉각 알려야 하는 것이 중요하므로, 부서 내의 대규모 인사 이동을 섣불리 단행하지 말아 줄 것을 신임 장관들에게 특별히 주문했다.

☞치메드 사이한빌레그 신임 국무총리(New Prime Minister Chimed Saikhanbileg)
1969년 몽골 도르노드 아이마그(Дорнод аймаг) 출생의 3선 국회의원(1996, 2008, 2012)인 사이한빌레그 국무총리는 2008년부터 2012년까지 민주당 원내 대표를 지냈다. 러시아 모스크바인문대학교에서 문학사(BA) 학위를 취득한 후, 몽골국립대학교(NUM)에서 법학박사(JD) 학위를, 그리고 미국 워싱턴 DC 소재 조지워싱턴대학교에서 법학석사(LLM) 학위를 취득한 바 있다.

Parliament confirms appointment of government of national unity, with goal of strengthening the economy

The Mongolian parliament, the State Great Khural, today approved Prime Minister Chimed Saikhanbileg’s nominations for Cabinet.

The new Cabinet reflects a commitment from all political parties in the parliament including the Democratic Party (DP), the Mongolian People’s Party (MPP), the Justice Coalition and the Civil Will Green Party to work together for the common good of the Mongolian people and build a sustainable, inclusive economy.

In a speech following his appointment on 21 November, Mr Saikhanbileg said he had three priorities for his time in office : “the economy, the economy, the economy”.

Mr Saikhanbileg also said that there will be no more business as usual : that he will make tough decisions for the good of the country and seek to build cross-party support.

Among the Prime Minister’s top priorities is to resolve the long-standing disagreement surrounding the Oyu Tolgoi mine, one of the world’s largest copper and gold projects and a crucial driver of economic growth.

Of the 18 ministers appointed, 9 are DP members, 6 are MPP members, and 3 are members of the Justice Coalition.

Following the appointment of his Cabinet, Mr Saikhanbileg said : “I congratulate the new ministers on their appointments. All of my new ministers are committed to making the tough decisions necessary to take the country forward. It is now vital that we put personal political interests aside and work together to urgently restore investor confidence and build a stronger economy for the Mongolian people.”

The Prime Minister has also told his ministers that they should not make significant changes to the civil servants in their new ministries, as it is important to retain existing expertise and begin immediately to deliver for the Mongolian people.

Elected to Parliament in 1996, 2008, and 2012, Prime Minister Saikhanbileg was the leader of the Democratic Party Caucus in Parliament from 2008 to 2012. He holds a Bachelor of Arts (BA) degree in history from the Humanities University in Moscow, a Juris Doctorate (JD) degree from Mongolian State University, and a Masters of Law (LLM) from George Washington University in Washington, DC.
